Hi,

I'm confused about why C is a worse answer choice? I thought that since these countries were of lower-middle income, there would be a bit of a culture lag...And I thought this issue would be bigger than the social stigma associated with the diseases.

How can you better approach these kinds of questions where you are stuck between 2 choices?
