For the explanation for this question it said that the normal force and mg arent action reaction pairs? I thought in class we said they would be?

Hi Shezel,

I do not have access to see the details of your question. However, in class we would not have said that the normal force and mg are action-reaction pairs. Reaction pairs by definition of Newton's 3rd Law act on different objects. I'm assuming the mg force and N force in your question are acting on the same object.
