According to the explanation, both B and C are correct? Both the "cooperativity" and the "quaternary structure" are correct?

No, only B is correct. In the first paragraph, the author indicates that GCK is different from other hexokinase enzymes, in that it lacks oligomeric structure (ie. its not a quaternary structure protein). It mentions that the enzyme does exhibit co-operativity, which was what the rest of the passage was about.
