why are B, Be, and Al able to have incomplete octets without issues?

Because these atoms have a valence shell usually composed of 3 electrons. Therefore, they are happy to bond with three other atoms and remain happy (formal charge of 0) without a full octet, though it has a tendency to act as an acid (so that it may have a full octet). Hope this helps!
